They select applications every month. I'd pretty much forgotten about it until I saw that email today. I'm not a fan of government giveaways, but since the program is there I figured why not. Qualifying bikes are limited to street designs, 750w, and 20 mph. Not what I'd prefer, but better than nothing.

I might've spoken too soon. Tuesday I submitted proof of residency and income. I've left 3 voicemails with the department help line asking if the bank statement was adequate and gotten no return calls. Late last night I got an email stating my application is not complete or hasn't been submitted and the window closes Sunday.
I looked at the portal and it says successfully submitted so maybe a bank statement isn't good enough for income verification. I just submitted three statements from SS even though it says one document, hopefully that'll work.
I know I'm not an IT guy, but it took me about 10 minutes just to find the portal from the state website. That's typical of my online interactions with government agencies, it never seems to be easy.
