You might be surprised at how easy it can be to get a loan, even on SocSec, IF your credit is good. As for putting the house on a 'real' foundation, I'm assuming it's built as a trailer. Would concrete piers work in place of the blocks? You'd still need to be able to get under it for plumbing and such, so I suspect a slab is not practical.
